1. Is a Landlord Required to Change Locks Between Tenants in Santa Monica?

California Civil Code Section 1941.3 requires landlords to install deadbolts and window locks that meet basic security standards. But here’s the part most people miss: California law also requires landlords to re-key locks when a new tenant moves in.
